[TYPO3] tt_news

Hi, I put this to my root template.

NEWS is a subpart in my tmpl file, and 23 is the id the page, where my news 
list and record is stored.

  subparts.NEWS = CONTENT
  subparts.NEWS.table = tt_content
  subparts.NEWS.select.pidInList = 23

My problem, that the news list only on the root page is shown, it is not 
inherited. If I open another page, I got the error message: No news item 
in this area.

My quesiont is why could be the error ?
