if you install from TER you can't send a new copy using FTP-client 
without changing permissions. And reverse.

Use t3quixplorer to edit permissions from direct installations from TER
and edit permissions with FTP-client if you send pluging using FTP-client.
in general you can easily disable default CSS using TypoScript (I don't 
remember just now the correct syntax)
