[TYPO3] Typo 3.8 password error reduex

Thanks Olivier!

WAMP solved the issue of not being able to login to the BE (I feel
pretty stupid for installing Apache, PHP and MySQL *manually* for all
these years, now).

Oddly, it did *not* fix the issues I reported with the table COMPARE
function. The compare reports several hundred fields that $TCA says need
to be set to NOT NULL, yet Typo seems to think they aren't (when, in
fact, they are).

Like I said, I can log in to the BE now... so I suppose, for now, it's a
non-issue since it wasn't the root cause of my problems like I thought
it was  ;-)   But, still, not sure why the descrepency.
