[TYPO3] phpmyadmin forbidden access

I getting the following message while trying to access
the phpmyadmin extension that was installed into typo3
v4beta3

Forbidden
You don't have permission to access
/typo3conf/ext/phpmyadmin/modsub/phpMyAdmin-2.6.4-pl3/
on this server.

It use to work fine before I changed my computer and
internet service provider recently.

Any assistance would be greatly appreciated.
