[TYPO3] Templavoila and undefined function: getrecordwsol()?

Than I assume that the field TYPO3_version in em_conf.php is not used (yet)?
Because I would have expected to be denied installing TV 0.6.0 on Typo3 
3.8.1 (in em_conf.php there is an entry 'TYPO3_version' => '3.9.9-' ...)
