This is pherhaps because of the bandwith of the server ... If it is only able to
server 28 pages/s second of statiC(!!!) html (mine achives between 2000-2500 static
pages) then it has surely to do with the bandwith.

the 2000p/s is measured with ab2 running on the same host as the apache webserver.
