[TYPO3] TER 2.0 will not allow large extensions

One of my extensions (pd_diocesedatabase) is quite large (over 5000 lines of
code in the _pi1) and with TER1 I was allowed to post it, the exception I
was granted by Kaspar has not been carried over to the new repository. To
whom do I speak to be allowed to update my EM_CONF?
