[TYPO3] No Backend LOGIN!!!

Yes i can access the install tool and i have add a new admin user.
The new admin user is in the database ok, but i can´t login.
I think i have trouble with IIS and PHP but i do not have an idea that it 
lie .

i hope anyone have the answer for me
