[TYPO3] How do I disable the RTE for the HTML content type?

I'm having the same issue.

Typo3 3.8.1
Apache 1.3.33 (Unix)
PHP 4.3.11
RTE HTMLArea 1.1.3

It's strange. Has anyone found a workaround? Is there any additional 
info I can provide to move towards a solution?
