[TYPO3] Let backend user create a new backend user

Hi,

You need to go to the root page of the installation (with the globe 
icon, where you add BE users/groups) and add a new action. Once you add 
an action, the actions section should show up for you in the taskcenter 
(this is for 4.0, at least with my experience).
