[TYPO3] TYPO3 and "SET NAMES 'utf8'" MySQL hack

I've added the command to the field in the installer and:
1. It seems to work on remote webserver;
2. It doesn't work on my local webserver - all the special characters are  
converted to '?' signs.
What may be the reason?
