[TYPO3] Event Database and Event Management user questions

Is anyone using Robert Lemke's Event Database along with Andr Spindler's 
Event Management?[1]

Does one need to install both extensions if wanting to use Event 
Management or does Event Management replace Event Database?

Also what are exceptions and how are they used?
