Typo3 offers several alternatives.
Using so-called Modern template building
you can use one main template together
with several contentarea templates (sub-templates)
flexible solution.

Using TemplaVoila so-called "Futuristic Template Building" you can map 
one template different ways.

IMO those expressions are misleading - approaches have pros and cons.

But making templates is just one part of the CMS.
The another is userfrienliness for end users.
