[TYPO3] where are the usergroups?

go to your globe at the top, in list mode, you will see them there, also
right cliking on the globe will allow you to add a new user group

Silly question, I know, but I've been looking around the TYPO3 menu for
the last half an hour and can't find the bloody usergroup management.
Where is it :)
