[TYPO3] Recursive delete not working -- Starting over

I have set the admin user to include the capability "Directory: Delete 
recursively (rm -Rf)" but cannot remove groups of pages (numerous experiments 
in setting up templates in TV).

I still get the error message " 	1: Attempt to delete page which has 
subpages"  I have logged out and back in.

What I want to do is start over, setting up version 4.0 using TV.
