[TYPO3] Typo4 Templavoila

Im starting with Typo4 but i dont know if Templavoila is installed yet 
or no. If i edit a page i cant select a template o Data Estructure 
because combo-box are not.
Same when in filelist i want to use templavoila to create a DS and TO, 
templavoila is not actived. Have I to install templavoila? or is it 
installed yet and i have to active it? Thanks
