[TYPO3] Recipient-email field missing

Hello list,

If one of my Be users is logging in to Typo3, and want to make a mail 
form, everything works great. Except the "Recipient-email:" field is 
missing. Its not missing in the "form wizard" but its not gonna be 
saved. In The admin account everything works fine.

does anybody knows how to solve this problem?
