3.8.x will most likely continue to be used so long as all documentation

Also, many experienced users on the list have most of their experience 
using 3.x, and without much documentation for 4.x it's hard to gain 
experience for the new version (mostly by trial-and-error). This means 
for experienced and new users alike there's not much support for it.

Because of both of these things there's a lot more support for 3.x than 
for 4.x.
