You cannot mean this, Dmitry!
This would be an insult to many people using Typo3 3.8.x for real world
applications!
Who does ever jump to the newest hippest version in production quality
software development? New versions tend to need a time to be introduced as
they normally have bugs, people are not experienced with the new features,
models etc.

Therefore many companies do never use the latest thing and software vendors
(whether commercial or open source) support the older versions for quite
some time (MySql e.g. for 3 to 5 years).

And you say there will be no support for a version available for less than a
year. This is not professional.
