[TYPO3] Typo3 4.0 Install Problems

This is very frustrating.  I just made a copy of the directory and the 
database.  Right off the bat I got some problems, such as when I clicked 
a page on my site from the home page its unfound and broken for some 
reason, however the page is still there in the backend.

I continued the upgrade anyways.  I deleted the directories Christoph 
said I should, uploaded the zip file, then unzipped the new 4.0 src with 
Shell. Then I accessed the Install Tool.  I did just what Christoph said 
to go to Database Analyser.  All I did was Compare in "Update required 
tables," and thats it.  Then I went to Update Wizard and updated the 
version.  Then to Clean Up Database and cleaned up everything.

Now, I cannot access the front end or the backend.

In the front end (http://www.stratcommandcenter.com/redesign4/) I get 
this error: "Deprecated Typoscript property was found in this template: 
"config.baseURL="1""

In the backend, I get the same error as before, which Alex Heizer 
addressed by telling me to enable fopen in php.ini.  However, I have no 
idea how to do this - where is the php.ini?  I checked Typo3 Mailing 
list archives and they are down, so I could not have searched and seen 
the 50 other threads, unfortunately. :(

All help will be greatly appreciated - I'm sorry if the questions has 
been answered before.

Should I be using .zip?  I do have a Unix/Linux server, and Shell 
access, but it never occured to me that using tga or zip made a 
difference.
