[TYPO3] workspaces: "owner" vs "publisher"

Hi!

Every WS has owner who publishes the contents an administrates other users 
for this WS.

Isn't there a dedicated "publisher" role missing? Just because I'm allowed 
to publish that doesn't mean I am trusted to add users (and perhaps more 
tasks in TYPO3 versions to come).

Any opinions?
