I think that this is a bug, becuase i had a similar problem
I created a simple page tree using the admin account, lets call it 'news
page'
I then create my news user groups, and users, news editor, reviewer and
manager.
I then set the page permissions up correctly so that the editor was owner,
group was group etc. anyhow, it was correct
what i found was, if i was logged in as the news people, i couldn't add
elements to the 'news page', or even set it to review or publish, even
though all permissions and access was definately correct.
I could add new pages, and add , edit and remove content, review and publish
with no problems.
What i think is happening here, is that somewhere Typo3 still thinks that
the owner of the 'news page' page is the original creator admin, even thgouh
the owenr has been set to the correct user!
when i login as admin, i can review, edit and publish the 'news page' page
ok.
otherwise, workspaces rock!
though until this issue is sortedm, you would have to create the pages after
setting up your workspaces

Permissions were, if I remember correctly (was a month or so ago when
I tried to test workspaces), the main problem--nothing I was able to
do in the BE user records seemed able to prevent this error:
"1: Attempt to set stage for record failed because you do not have edit
access"
...when the workspace user tries to change the stage of a content
change for review. Members of the same usergroup can add, edit and
delete content without problems if I allow them access to the live
workspace.
The word 'stage' in the error message suggests that
tt_content.t3ver_stage is the field that the user can't access, but I
can't see any way to allow the user to access it--even selecting ALL
of the 'Allowed excludefields' in the pages and tt_content tables for
the group makes no difference.
Presumably it's something simple, but this is why I'm not too eager to
pursue workspaces until some documentation reappears.
