[TYPO3] Anyone know why an admin cannot upload Extensions to global?

I don't understand why you "must" upload the RTE HTMLArea extension as
global... However if you want to upload global extensions you have to
change the setting [EXT][allowGlobalInstall] = 0 to
[EXT][allowGlobalInstall] = 1 via localconf.php or the install tool.
