really? would it be enough to assign a group to the record?
if you want absolutely no downlaod possibility, you should put the files outsite the web root
check the various file download ext already in the TER, many do it

right now i haven't checked the latest exts, but i'd wait for 4.0 with new DAM and develop it with it.
