[TYPO3] fe_groups sql error help

I'm new to this, tried searching and had no luck, any help would be
much appreciated. Here's where I'm at:

When I go 'Page > Right Click on Root Page > New > Page (inside)' at
the top of the page I get:

Table 'typo3.fe_groups' doesn't exist This may indicate a table
defined in tables.php is not existing in the database!

After a quick grep it seems that that table is create by the cms
extension (typo3/sysext/cms/ext_tables.sql). So I check "loaded
extensions" in "Ext Manager", and it's not there, so, check "Avaliable
extensions to install", not there, so, "Import extensions from online
repository", search cms and, not there. Well, I can obviously see I
have the files in typo3/sysext/ otherwise my grep wouldn't have
worked.

My next guess was to add it to $TYPO3_CONF_VARS["EXT"]["requiredExt"],
but, no change. I've got some "not a valid MySQL result resource" else
where, not sure if they're related, and can't figure them out either..
but one thing at a time, eh!

I'm all a little confused, any ideas? Is this a sign of a bigger
problem with my installation? Am I'm going insane and missed something
simple?
