[TYPO3] Can't access template tools

More than this:  It is independent from the browser I use.  
Konqueror, Opera and Firefox.  They all do the same.  there is 
either something wrong in the installation, or in the application.  
The same browsers work fine with T3 3.7.0, on the same server.

Does anybody have an idea, what's going wrong or where to look at?
