Provided the relevant directories are script-writeable, you should
probably file a bug--I can confirm that this seems to be true of the
Kickstarter in 4b3. It could be that it's path-related (since the
symlinks are no longer present in 4b3), as the kickstarter does have
other problems since the upgrade.

To work on an extension with the kickstarter in the meantime,
something that will certainly work is to downgrade to 3.8.1.
