[TYPO3] HTML anchor and class

I can´t make the HTML type pages work as normal HTML pages.  Particularly 
have problems with class formatting and anchors linking, so please help me 
on the following:
 
-How to make an HTML type page use the template´s css file.
-How to make an Anchor link work within an HTML type page.  i.e. Goto subtitle.
