[TYPO3] How to execute local applications from Typo3

It funny, I have had users complaining about Typo3 changing the links 
and I didnt know what they were talking about, but now I do.

It seems Typo3 is very incosistent when it comes to links. I have tried 
typing in the link you wrote, but when I save it, Typo3 changes the 
link. Sometimes it puts http:// in front of it and sometimes it changes 
\ to /. Its very frustrating.
