[TYPO3] typo3 4.0.4 BE error

I updated typo3 from 4.0.3 to 4.0.4.
When I try to open Web->List module, I see this error:

localconf.php contain this row:
$TYPO3_CONF_VARS['BE']['forceCharset'] = 'utf-8';

What is wrong?
