[TYPO3] pi_linkTP_keepPIvars_url does not generate L

pi_linkTP_keepPIvars_url will only return the requested URL. As it may be 
used for many purposes (not embedded in HTML at all, eg plain text) you 
must run it through htmlspecialchars() yourself.
