[TYPO3] Are the templates for Typo3.org available to learn from?

Hi, guys:

I believe I once read on www.typo3.org that the templates for the website were available on the website (perhaps in an extension). Today I spent some time trying to find these templates (if they are in fact available for download) and did not find them.

Are they available for download? If so, where would they be located?
