[TYPO3] TSRef wizard not working

Yes, I've found that, but I thought - being this a system extension - it 
should work out-of-the-box.

I've installed the extension from 
http://www.t3dev.net/fileadmin/public/T3X_tsconfig_help-1.3.0.t3x

not it's working.
