hm, just a guess:
have you looked for the resulting typoscript?
maybe you have broken the TS for this 'menu' accidently.

use the TypoScript Object Browser for your page where it should work and
look for "tt_content.menu.20.?"

search your menu (?=1..7) and compare it to an installation which is
working
