[TYPO3] TR: problems installing extensions

Ok so I'm a real newbeeeeeee......with sugar on the top.

I'm trying to learn typo3 and don't want to waste your valuable time so
a quick answer here will keep me of this list for a while.....

 

I've installed the tsref documentation on a dummy site typo3
v4..............How do I access it!!!!
