Solution:

If you're fit in PHP/Mysql and inside typo3 programming should be no problem. Maybe tt_news has a suitable hook (for sure, but I never used that in tt_news so far) and you can "hook in" your own function which inserts the record in the accordant table of the IPB software after creating and publishing a new message.
