[TYPO3] Don't know how to add FE users / usergroups in Typo3 v4.0

Hi, all.

I'm developing a new website under Typo3 v4.0, and I need to create FE
users and FE usergroups.

All the tutorials and examples I've seen say that, under menu "List", I
should be able to add a new User and/or Usergroup to any page. But when
I click on "New", I only can create:
Page (inside)
Click here for wizard!


Backend user

Backend usergroup

Filemount

Workspace

Website Language

Static templates

Acronym



No "Frontend user" nor "Website user". 

Does anyone has a clue?
