[TYPO3] Adding a constant string with rtehtmlarea

Hi,

I want to enable my site content manager to add a link to the top of the 
page wherever he wants to.
The link code should be the same all over the site so I was thinking of 
creating a button which will insert a constant string to the content, 
something like "<a href=
'#top'>Top</a>.
Is that possible?

I would also like to hear if you have another (creative/elegant) 
solution for this.
