pherhaps the DB-user and Password you entered during install (which is written
into typo3conf/localconf.php ) is not valid anymore (or the database server is down)

You can also try to set "[sqlDebug]" in the "all configuration" section of the install
tool - then you will get more detailed messages what failed .... look at the first messages
the later one are results of the first ones failing.
