[TYPO3] Lookup extentions with CR3

I have just been updating a typo3 installation from 3.8.1 to 4.0RC3 and 
because of all probroblems in the past with old extentions i did 
completly remove all old extentions of my 3.8.1 installation
But by problem is now that i want to install extensions again, but i get 
an strange error.
When i search of a extention i get the following error Fatal error: 
Fatal error: Maximum execution time of 30 seconds exceeded in 
/home/www/tyksak/typo3/mod/tools/em/class.em_xmlhandler.php on line 112

If i look in class.em_xmlhandler.php on line 112 it is looking for a 
file extensions.bin. This file is located in by typo3temp folder.

Dose any of you have any clue how to fix this.

Ps. I did treyt to install a clean RC3 and it have the same problem, 
clould it be a server problem ?
