[TYPO3] class.t3lib_div.php on line 2117

I moved servers and am slowly working my way through bugs.

My latest bug is this:

When I log into my admin, the screen stops with this:



Warning:

failed to open stream: Permission denied in 
/hsphere/local/home/.../typo3/t3lib/class.t3lib_div.php on line 2117
ERROR: File not written to disk! Write permission error in filesystem?




My host has locked the settings on the file and I cannot change chmod 
settings beyond the 755 that they have it set for.


Is 755 the problem?  Ownership is set for httpd/httpd.
