[Typo3] why image processing features is not activated after installing testsite?

Hi,
I downloaded testsite-3.8.0 and installed it on my
windows 2000 box.My php version is 4.4.0 .I have
enabled php_gd2.dll and imagemagick. part of my gdlib
info is :

gd
GD Support 	enabled
GD Version 	bundled (2.0.28 compatible)
FreeType Support 	enabled
FreeType Linkage 	with freetype
GIF Read Support 	enabled
GIF Create Support 	enabled
JPG Support 	enabled
PNG Support 	enabled
WBMP Support 	enabled
XBM Support 	enabled

When I visited
http://localhost/testsite/index.php?id=1,
I can't see the menu on the right side.

Can you help me out?
