[Typo3] Showing a menu even if the page is restricted

Hi Tobias
I already use the USR state and it works really fine, but it just allows
you to customize (color size link ...) the menu item if the page it
relates is restricted.
That doesn't mean that it appears even if the user is not connected,
wich is the point I'm fignting with.
