[Typo3] Typo3 database problem

Hi,
 I'm not able to make connection from typo3 to a mysql DB therefore I'm 
trying to import the database of typo3 with the help of MysqlAdministrator 
on winxp. But also this cannot be done !!!!
If using the install tool of typo3 in 123 mode I cannot make any connection 
to the database. Username/password and port numers are correct and with 
MysqlAdministrator i can login correct. 

*Warning*: mysql_pconnect(): Can't connect to MySQL server on '3306' (10060) 
in *E:\Program Files\Apache 
Group\Apache2\htdocs\globogo\typo3\t3lib\class.t3lib_db.php* on line *831*
 
Does anybody have any suggestion what to check?
