[Typo3] Admin Panel for assigned users/groups for frontend editing

Hi List,

For frontend editing, I could get the Admin Panel appear for admin user 
(by default I was told) but not for other users.  I have put this 
following little code in the TSconfig box for the user/group, but 
nothing happened.

admPanel {
  enable.edit = 1
}

Do I need to do anything else?  I also "turned on" Admin Panel in the 
template setup.
