Hi Emma. You can easily move it from "Tools" (Admin only) to "Web" (All BE 
users) by changing a few lines in the extension:

Go to the "mod1" folder of the extension, and change these files:

In "conf.php" , change:
$MCONF["name"]="tools_txdephpotM1";

Into:
$MCONF["name"]="web_txdephpotM1";

and change:
$MCONF["access"]="admin";

into:
$MCONF["access"]="user,group";


In "ext_tables.php", change:
t3lib_extMgm::addModule("tools","txdephpotM1","",t3lib_extMgm::extPath($_EXT
KEY)."mod1/");

Into:
t3lib_extMgm::addModule("web","txdephpotM1","",t3lib_extMgm::extPath($_EXTKE
Y)."mod1/");


And finally in "index.php", change:
if (($this->id && $access) || ($BE_USER->user["admin"] && !$this->id)) 
{

Into:
if (($this->id && $access) || ($BE_USER->user["admin"] && !$this->id) || 
($BE_USER->user["uid"] && !$this->id)) {


Then Clear cache and reload the Typo3 backend, and you should now see the 
menuitem under "Web"
(You might need to uninstall and install the extension again, in order for 
the changes take effect.)
