[Typo3] Allowing be-users to create be-users

Second submission - It's too bad the FAQ isn't around anymore, I'm sure this 
could have been
answered there...

I want to let my non-admin be-users create other back end users, so I
enables sys_actions.

However, I can't set it to allow the non-admin be-user to specify what
db-mounts the new user should have (they will be adding several users, with
each one editing different pages in the page tree)

How can I enable this?
