[Typo3] Trouble at BE Login

Sorry Folks, but it is incredible

Now i try to install sins 5 days a new installation of 3.8.0. First of 
all: its my 25th Typo3 Project. And all 24 before are running well.

I have on the Maschine once more installations of 3.8.0 on a other 
directory who is running. There ist now trouble with Apache and php and 
mysql.

I checked also working database strucktures from my other projects (dump 
the mysql struckture and data) to the new one, and also the file struckture.


But its not possible to login in BE. The install tool always working and 
also the root index file shows the "Typo3 Error! No pages are found on 
the rootlevel!". That show´s me -> it´s working.

Is it possible that there ist a trouble with cookies ore javascript in 
the md5 translation on Login. Its crazy but on the other installation 
this works fine.

PLEASE HELP !!!
