[Typo3] i cant install tt_news

Because usually on local installations, the webserver is already really  
slow. Add the - at times - slow repository, and you soon exceed the 30  
timeout. Either keep trying, try to increase the 30 timeout (no idea  
where), or download the extension manually to a file and install it  
manually from that file.
