[Typo3] tt_news doubts

Hi everybody! im new in Typo3 since 3 months, im spanish, sorry for me 
english, i hope you understand me. I have a little problem, i want to 
install tt_news extension but in repository online there is an error, it 
say me: *Fatal error*: Maximum execution time of 30 seconds exceeded in 
*C:\web\dummy-3.8.0\typo3\t3lib\class.t3lib_div.php* on line *2101. 
*What means this??? However in "Available extensions to install" in 
frontend plugins is tt_news too, i've obtained to install it here. Is 
this extension the same what is in repository online?? Well, I installed 
the extension but I'm reading a tutorial from typo3 and it does not 
leavy anything to me which i see in tutorial, im  following the steps 
from tutorial but i dont see the extension  by no side. How can i use 
tt_news? Thanks
